What was initially envisioned as a streamlined project has now extended significantly beyond the original July 4 deadline, which was meant to coincide with the nation’s 250th anniversary celebrations. The president initially projected that his comprehensive improvements would endure for a full century, yet the timeline has proven far more complex than anticipated.

Emerging Problems After Initial Completion

Despite the project appearing to reach completion last month, complications emerged almost immediately. The water became affected by an algae bloom, while visible sections of the newly applied coating began detaching from the pool’s surface. While the president attributed the peeling to deliberate vandalism, skeptics have pointed to inadequate repair work as the primary culprit.

Interior Secretary Doug Burgum, whose department supervises the National Park Service, confirmed to conservative podcaster Katie Miller that the second drainage was already scheduled. Miller, who happens to be married to deputy White House chief of staff Stephen Miller, received additional details about the situation. According to Burgum, residual debris from the extensive Independence Day fireworks celebration over the National Mall may still be present in the water.

“Drain the water, clean up the fireworks stuff,” Burgum explained to Miller. “Repair the vandalism that was done. Fill it back up again.”

Broader Capital Improvement Efforts

The Reflecting Pool renovation represents just one component of Trump’s extensive capital improvement agenda. Perhaps the most visible undertaking involves the demolition of the White House’s East Wing to construct a $400 million ballroom. Additionally, plans are underway to erect a monumental arch connecting the Lincoln Memorial with Arlington National Cemetery.

The president first revealed his beautification intentions for the Reflecting Pool during the spring season, emphasizing his desire to complete the work before the bicentennial festivities. Following the initial drainage, Trump personally directed that the pool’s bottom be painted in what he described as “American flag blue.” By May, the president had taken to his social media platform to declare: “The goal is to have it done, at this higher level, prior to July 4th — We are ahead of schedule!”

Vandalism Claims and Legal Proceedings

Issues surfaced rapidly after the preliminary work concluded. Trump maintained that vandals were responsible for the damage, and subsequent court filings revealed that the National Park Service reported an incident on June 9 to the U.S. Park Police. According to the report, a sharp knife or razor blade had sliced through the pool’s fresh liner.

On Thursday, former Olympic canoe racer David Hearn entered a not guilty plea in D.C. Superior Court, contesting charges of deliberate damage to the Reflecting Pool. Hearn has explained that he reached into the water to inspect the peeled sealant and released a fragment when instructed by a park employee. His legal representatives, along with various Trump administration critics, have characterized the prosecution as an abuse of power, arguing that Hearn is being made a scapegoat for inadequate repair work.

Online court records indicate that at least three additional individuals have faced misdemeanor charges in the same jurisdiction for allegedly removing paint fragments from the Reflecting Pool. All three defendants entered not guilty pleas during their initial court appearances on Wednesday.

Contract Details and Political Oversight

The pool remained closed during the Independence Day festivities, which Trump described as the largest fireworks display globally. The president had previously indicated that another drainage would be necessary for the renewed repair efforts. Interior Secretary Burgum also confirmed that the Trump administration would not pursue new competitive bids for these additional repairs.

“We’ll use the same company because they did a fantastic job,” Burgum told CNN’s “State of the Union” last weekend.

Ohio-based Green Water Solutions, alternatively known as Greenwater Services, secured a $1.7 million contract to install a water-purification system within the Reflecting Pool. Meanwhile, Virginia-based Atlantic Industrial Coatings received $14.7 million to repaint and waterproof the pool’s concrete foundation.

Democratic lawmakers in both the Senate and House have launched investigations into the Reflecting Pool project, seeking clarification regarding the total amount of taxpayer money being utilized for these ongoing improvements.
