The investigation began after an anonymous complaint alleged that Caldwell pursued women during travel connected to public functions, using taxpayer-funded travel. The complaint also accused him of distributing state business cards and asking women to go on dates.
Investigators said members of Caldwell’s team repeatedly warned him about his conduct. Their findings also stated that he sought, on several occasions, to secure a promotion for a state employee with whom he had a romantic relationship.
Speaking at a Friday news conference, Sherrill said the report showed an extended pattern that could not be overlooked. She pointed to ethics training, prior violations, allegations of sexual harassment and Caldwell’s participation in the inquiry.
“I hold everyone in my Administration to the highest ethical standard. We all have a duty to follow our state ethics and harassment policy and our Code of Conduct. Anyone who violates these will be held accountable,”
Sherrill made that statement Thursday while giving Caldwell one day to resign. His resignation followed on Friday.
Caldwell’s lawyer disputes the findings
Caldwell’s attorney, Thomas R. Calcagni, said the former lieutenant governor intends to challenge the investigative report and its conclusions. The attorney characterized Caldwell’s decision to leave office as an effort to end what he called a campaign against his character.
“Dr. Caldwell’s resignation, submitted to put an end to the targeted campaign to discredit his character, does not in any way diminish our outrage concerning the investigative process and its specious findings,”
Calcagni said legal options were being examined in an effort to establish what he described as a fair and unbiased record.
“Counsel is fully exploring all legal remedies to ensure a true, balanced, and unbiased record.”
The report and resignation prompted calls for accountability from elected officials across the state. Sen. Andy Kim, D-N.J., was among those urging Caldwell to step down after the findings became public.
“New Jerseyans deserve to have public servants who work to earn and keep their trust, not undermine it. The findings of the independent report are unacceptable,”
Why the vacancy matters
The lieutenant governor’s role in New Jersey carries responsibilities beyond serving as the governor’s second-ranking executive official. By also acting as secretary of state, the office is connected to a range of state functions, including election-related oversight. The arrangement makes continuity especially important as the state prepares for midterm elections.
Sherrill’s plan to install an interim secretary of state is intended to maintain leadership in that area while the administration addresses the vacancy. Local election operations will continue to be handled largely by county and municipal officials, but the transition places added attention on the state’s oversight responsibilities.
Caldwell had been sworn in as lieutenant governor during an inauguration ceremony at Prudential Hall at the New Jersey Performing Arts Center in Newark on Jan. 20, 2026. His resignation ends his tenure less than a year after taking office.

State employees and senior officials are expected to comply with standards governing professional behavior, harassment and conflicts involving personal relationships.
